    Here are the parking rules when you visit downtown Chapel Hill:

    1. Take care to park between the lines.
    2. No electronic screen use while a vehicle is in motion.
    3. Obey any posted speed limit. If the speed limit is not posted, assume it is 5 MPH.
    4. Yield to vehicles pulling in or out of parking spaces.
    5. Moving vehicles are to remain to the right of the centerline except when accessing a parking space. Note: Most decks accommodate for two-way traffic.
    6. Pedestrian traffic is to be given priority over vehicular traffic in all circumstances.
    7. Parking spaces are for automobile use. No trailers allowed. Motorcycles should use any designated spaces for them.
    8. For safety, bicycles should not attempt to enter or exit gated parking facilities lanes.
    9. Payment is required when parking in Town public parking facilities.
    10. The courtesy period on tickets pulled is 30 minutes in our gated parking deck.
    11. Do not damage Town-owned property.
    12. No littering; please use trash receptacles.
    13. No loitering.
    14. No skateboarding, rollerblading, scooter riding, or bicycle riding on Town property or in Town public parking facilities.
    15. No public urination on Town property.
    16. Tailgating is not allowed in Town public parking facilities in a manner that obstructs vehicular traffic.
    17. No grills or open flames are allowed in Town parking facilities.
    18. All users must abide by applicable concealed carry laws and ordinances.
    19. Lock your vehicle and do not leave items in plain view.
    20. No idling of vehicles.
    21. No events or gatherings of any kind are allowed on Town property.
    22. No backing into stalls while parking.
    23. No alcohol, drugs, firearms, or knives allowed.
    24. Park at your own risk. We are not responsible for the theft or damage to your vehicle.

     Metered Parking Reservation Fee

    Parking spaces may be reserve for contractors performing renovation or service work in the downtown area, when available. The fee is $25.00 per parking spot, per day.

    Dumpster Storage Administrative Fee

    The fee for a dumpster permit is $10.00 per day for on-street and off-street lots, unless another price is set by Parking Services. In the event the dumpster is placed in a metered parking space, the fee will include the cost of reserving a metered parking space.

    Mobile Parking Convenience Fee

    A $0.45 convenience fee is set by our mobile parking service vendor, ParkMobile, and will be charged per mobile parking transaction. This fee will be charged in addition to the regular parking fee.

    Credit Card Processing Fee

    In the 125 East Rosemary Deck, a $0.30 credit card processing fee will be charged per transaction. This fee will be charged in addition to the regular parking fee.

    Special Event Rate

    On special events and Football Game days, The Town of Chapel Hill applies a special event parking rate at our Pay Stations and ParkMobile app.

    $3 per hour rate for on-street spaces for the day.

    $30 Flat charge in select lots and decks.

    If you encounter an issue with a pay station that is not working, please report the pay station number (found on the front) to parking@townofchapelhill.org. We will promptly investigate; and any citations issued in a parking space with a verified non-functioning pay station will be dismissed. We appreciate your assistance!

  • Accessible Parking

    Accessible Parking signs designate parking spaces reserved for vehicles with a valid, properly displayed hanging placard or ADA plate. Currently, you can park in any Town-operated, hourly-paid, public parking space downtown without a time limit. You also do not need to pay for parking, unless you’re parking in a gated facility, like the 125 East Rosemary Deck.

    Accessible plates and placards are issued through the North Carolina Division of Motor Vehicles (NCDMV) and are not issued by the Town. For more information, visit NCDOT or call (919) 715-7000.

    Chapel hill has many commuter options through Chapel Hill Transit (CHT), UNC’s Commuter Alternatives Program (CAP), and GoTriangle.

    Chapel Hill Transit (CHT) Park and Ride

    Chapel Hill Transit (CHT) has three Park and Ride lots to park and take public transit into and around town.

    CHT Park and Ride Lots:

    To purchase Chapel Hill Transit (CHT) Park and Ride Permits go to our online portal and follow the on-screen instructions to do so.

    Monthly Permit Rate: $21

    It will take about 5-10 business days for your Permit to come in the mail. During this time a receipt WILL NOT be accepted as a Permit substitute. Please display a valid Permit hangtag to avoid being ticketed.

    CHT Park and Ride Permits are only valid at the three CHT park and ride lots list in the table above.

    UNC Commuter Alternatives Program (CAP)

    UNC Park & Ride permits are valid in CHT Park & Ride lots, but the Town does not have access to UNC’s digital permit system. To avoid a ticket, you must print your UNC digital permit and display it on your dashboard whenever you park in a CHT lot.

    GoTriangle offers free parking permits at the Eubanks Park & Ride for CRX riders who meet one of these requirements:

    • You have a valid GoPass issued through a Raleigh employer or university.
    • You have a valid 31‑day Pass.
    • You have a $25 Stored Value Card.

    No, just pay for your space number at the pay station or via the ParkMobile App. You don’t need to display a receipt.

    The Monthly Permits are activated by scratching of the MONTH, DAY, and YEAR on the placard. The date you should scratch off should be the same day you receive and start using the Permit placard. Failure to properly activate your Permit may result in parking tickets. Do not activate other Permits prior to using them. Example: If you scratch off August 15, 2015, your monthly Permit is valid until September 14, 2015. On September 15, 2015, activate your new monthly Permit.


    The Annual Permits are validated with an expiration date when they are mailed to your mailing address. The expiration date is 1 year and 1 week from the postmarked date. One additional week is added to allow time for delivery. For example, if your Permit was mailed on September 1, 2015, it will be validated with an expiration date of September 7, 2016.


    Your Permit will be mailed to the mailing address you entered in our online portal when you made your account. So, please make sure your address is correct. If you need to change your address for future permits, you can contact us at parking@townofchapelhill.org or (919) 968-2758.

  • EV Charging

    The Town has EV charging stations for use at parking locations mentioned below.

    There is a fee to use certain Town-owned EV charging stations. The fee is $0.20 per kWh (plus processing fees). After your battery is fully charged, you’ll have 30 minutes to move your vehicle. If you do not move your vehicle, a dwell time fee of $1 per hour will apply.

    The charging fee will apply at these Town-owned ChargePoint stations:

    There are also 20 NovaCHARGE stations located on levels P2 and P3 in the 125 East Rosemary Parking Garage. These stations have a charging fee as well. The fee rates change depending on the options you select in the mobile app.

    These stations do not have a charging fee for now because they do not have the technology necessary for payments:

    Note that at the Eubanks Park and Ride lot, the 140 West garage, and the125 East Rosemary parking deck, you must also pay the regular parking fee. This is a separate charge from the charging fee.

    We know that you expect a high level of service, and these fees will help ensure that these EV charging stations are consistently maintained and provide you with a reliable source of power. Even with the charging fees, charging your EV will still be much cheaper than buying gas, and you will continue to enjoy substantial cost savings.

  • Special Event Parking

    Every day is a good day to be a Tar Heel! And we especially love the excitement of a Special Event in Chapel Hill. Start planning your visit for the next event today and reserve your parking using ParkMobile’s Parking Reservations!

    On special events and Football Game days, The Town of Chapel Hill applies a special event parking rate at our Pay Stations and ParkMobile app. If you need regular hourly parking on a Special Event Day, please visit 415 West Franklin Street Lot or 425 West Franklin Street Lot to park.
